Brian H. Davis
Independent Candidate for
Ramsey Soil and Water
Conservation District
(District 4)
I thank Governor Pawlenty for his appointment to the new Minnesota Clean Water Council.
This opportunity to serve our State's environment was confirmed by the Minnesota Senate in May, 2007. The consensus
to enact the Clean Water Legacy Act of 2006 was built by many concerned citizens and organizations, as facilitated by the
Minnesota Environmental Initiative. As a member of the Clean Water Council, I shall support continued consensus building
toward effective implementation of this important statute.
My thanks for your wonderful support on Nov. 7th. More than 25,000 informed
Ramsey County citizens found me best qualified to support our environment and voted for my candidacy. I'll continue my
work in support of our environment. The Ramsey Soil and Water Conservation District should remain non-partisan and pro-environment!
The following appears
in the Pioneer Press Letters for November 6, 2006:
Visibility
for
low-profile race
Kudos to the Pioneer Press for a fine job covering the two Ramsey Soil and Water Conservation District Commissioner
races. These two low-visibility contests earned more attention as the only elected environmental position in Ramsey County.
I appreciate the outstanding support and thoughtful discussion of environmental concerns my candidacy receives from informed
voters. Visits to www.proenvironment.info have dramatically increased.
Credentials and environmental
experience would not get before voters without the League of Women Voters and newspapers.

Thank you for considering my candidacy for the non-partisan Ramsey Soil and Water Conservation District
Board of Supervisors (District 4).
Also known as the Ramsey Conservation District, this Board consists of five members who meet at least monthly and serve four
year terms without salary, with a small per diem. SWCDs are local units of government that manage and direct natural resource
management programs at the local level. Supervisors are each elected county-wide and have four main responsibilities: (1)
set overall policy and long-term objectives for their district; (2) develop their district's annual and comprehensive plans;
(3) approve landowner cost-share contracts; and (4) work with SWCD staff to see that policies and plans are implemented.
This includes various educational initiatives, coordination of program efforts with local Watershed districts and other organizations,
and specific proposals for volunteer activities and cost sharing. The Supervisors and the small Professional Staff have
an annual budget of about $350,000.
My Goal
My goal is to perform additional public service using my environmental experience and expertise
along with significant legal, government, academic and business experience. I would build innovative paths to
consensus and productive collaborations toward environmental progress and increasing environmental awareness of all Ramsey
County citizens.
Guiding Environmental Principles
1. The Environment is everybody's responsibility;
2. I seek and support the legacy decision - that which is best for our Grandchildren;
3. Results matter, so
I work to build consensus.
Why vote for Brian?
Environmental expertise, passion for progress and my collaborative nature make me an excellent choice to
work with this fine group. Please view my bio below. I especially enjoy teaching law students at the U of MN about the interconnections
between business actions and our fragile environment. With your support, I'll join the efforts of the Ramsey Soil and
Water Conservation District.
Everyone can support our Environment - we can all make a difference. We all have more
to learn to protect, improve and take personal responsibility for our environment. We and future generations deserve our immediate
environmental stewardship. They will appreciate our sustainability efforts.

I Seek Your Support and Your Vote, not your money.
Please join this ProEnvironment campaign
by sharing this website with other Ramsey County voters. Also share your ideas with me. We all rely on clean air and water
for life and a clean environment for much of our recreation and pleasure. These natural resources are also essential to a
healthy local economy. In particular, our water resources can be a wonderful competitive advantage for our entire state.
Let's work together to enhance and protect our waters.
I am independent, not a political partisan. It is time for strong leadership on environmental opportunities and concerns.
It took the MN Legislature three years to pass the non-controversial and overdue Clean Water Legacy Act in 2006. The required
funding to implement this Act remains uncertain. We can do better.
